With reference to your letter of the let April, (15259/1920), enclosing a copy of a despatch from the Governor of Hong Kong relative to the issue of

certificates of nationality to Chinese Soemen who wish

to serve on British ships, I am directed by the Board

of Trade to invite reference to the lotter from this

Department of the 14th April, (L.5434), regarding the

administration of sections 5 and 12 of the Aliens

Restriction (Amendment) Act, 1919, and, in particular,

to the penultimate paragraph of that latter.
